doc: removed documentation of Portal API / RF

Description of the changes

Removed all references to Portal API documentation. Cannot merge until Portal API is available on Request Finance.

Renamed folders number with the following:

Coverage remained the same at 88.123% when pulling 9b3307e94ea264d919ff576731d21d3ca1c2086c on fix/documentation into 8ff76906005ed42e7624e73d7e2b579731508a0d on master.
