reproman run with datalad* orchestrators should check versions/extensions

We have tried to run some computation on an elderly NITRC AMI (ami-0a4cf63709e153111) with datalad-pair-run orchestrator and container job parameter. It tried, but didn't work and according to stderr it was due to absent datalad-container extension. It would be nice if orchestrator checked and informed if such needed component(s) are missing on the resource.

I believe that @mjtravers added this to our test ami, and will add it to the build instructions for future NITRC AMI's.
