automated singularity recipe + builds seems to skip LTS version of fMRIPrep

I noticed that the latest fmriprep LTS release https://github.com/nipreps/fmriprep/releases/tag/20.2.8 has not been added here yet. Maybe some of the logic here is not meant to get new older versions:
