Versioning Project Plans

Currently, any update to a project plan is derived from its previous version and version number is incremented sequentially. However, with restore functionality being implemented, new scheme is needed as any changes to a restored project plan could have same version number as previous project plan before restore. This problem is same as NDA form versioning #73
