Deletion of resources [instruments, experiment plans]

Currently, we do not support deletion of instruments or experiment plans. Do we required or want to support deletion of these resources? If yes, how do we support it and at the same time tracks provenance information.

@satra : what are your thoughts on this? Atleast, for development/testing purposes there could be some deleting option?
