God Emissaries Task 3 Reward Incorrectly Programmed

PT says to use my reward from god emissaries task 3 on Constitution. My Constitution level ingame is 28 and in PT it also is labeled as 28. Unfortunately ingame I cannot use the reward on Constitution. It says you are not skilled enough to increase that skill. I can not find any info on Wiki if it's a requirement to be level 30 for sure, but it appears to be that way. I tried using another skill less than 30 and it did not work either. But it did work on attack which is lvl 31. I do not have the info on whether it is like this for emissary tasks but I would assume so. The requirement to get task 3 is lvl 30 attack or range or mage.
