"gradlew.bat build" could not find Spigot.jar (BuildTools.jar not running because it needs bash)

I can not build the plugin with the Spigot.jar (any version) because the BuildTools.jar does not download the Spigot.jar. _When I try to run the BuildTools.jar through the normal cmd.exe...
