The issue

I use a usb capture card to get video output from other devices. This card can allow me to record video up to 2k 60fps. Currently I'm trying to record a 1280*1024 60fps video, then I found that the recorded video is 60fps but the actual frame is only half of the original video. I found this issue by generate a 60 fps video, each frame shows a number, frame 0 shows number 0, frame 59 shows number 59, and frame 60 shows number 0 again. The recorded video should show frame with number 0 1 2 3 4....60 but it show frames with 0,0,2,2,4,4,...60, the duration and fps is the same but half of the frames are missing.

Your capture FPS is set to 30. Try changing it to 60.
