Access to remote vessel resource status when both ends powered and connected

As title states, I'm sure this has been suggested many, many times, but I've been chipping in of late.

i seem to remember another mod that listed other vessel resources in tracking statio - unrelated to RT

so perhaps most of the work for this is done, and simply needs RT tied in to control when itll show data
