Short-Range Interplanetary Dish

FreeThinker on the forums has requested a dish suitable for use outside Kerbin's SoI, but before your probe gets to truly interplanetary distances (this comes up in ARM missions, as well as trying to make course corrections to, e.g., a Duna intercept trajectory).

Proposed antenna specs (from http://forum.kerbalspaceprogram.com/threads/83305?p=1498814#post1498814):

Communotron 22-22
Tech: Advanced Electrics
Range: 500,000 km
Covers KEO: 82,400 km
Cone Diameter: 4.8°

Communotron 44-44
Tech: Advanced Electrics
Max Range: 2,000,000 km
Covers KEO: 330,000 km
Cone Diameter: 1.2°

Personally, I'd introduce only one antenna for now, and see how the game balances with that. But it needs its own model, of course.

Might I suggest a new model based on the early Mariner parabolic antennas? Kinda ovoid. It would help distinguish it from the other dishes.

Suggestion: We could rebalance this RT-patched RA-15 to the specs of Com 44-44 (and lower tech node). Its cousin, HG-55, is in the same tech node and has 25 Gm.

But I feel the specs of the HG-55 and RA-15 (Com 44-44 spec) should be swapped due to the dish sizes
