Can change dish targets while out of contact

This video by Shawn Miller shows him keeping the dish target window open, and changing targets while in No Connection (should be around the 14:30 mark). While RT's convention of letting you click window buttons with no delay is usually a good thing, this is one of the exceptions.

Proposed behavior: let the window open without delay (this would also make things consistent between right-clicking on the antenna, which currently has a delay, and clicking the antenna list in map view, which currently does not), but make the actual target change be treated as a delayable command (e.g. "Antenna 2 -> Kerbin, signal delay 00m20s").

I suggest putting off discussion of this issue until we've got a plan for whether, and how, we let antennas retarget themselves. We might decide we actually want to keep this "buggy" behavior.
