Why won't my curve apply to my GPU?

So i've made a curve for my GPU to follow but apparently my fans are stuck at 0 rpm even though i my curve clearly tells it not to.. Image

I used these settings while doing the setup Image

Don't really know what i can do since im a total noob in this area. Does anyone know what do to or should i test try to put pressure on my GPU to find out if the curve works above a certain %?

PS. It can't be seen on the pic but both my GPU fans follow the same curve. For some reason my CPU can follow the curve i've made for it but not my GPU?

Its called duty cycle and is controlled by the vbios of the card.Fan control can't overide that.

GPUs have a minimum percentage, usually 30%. If you set the curve below that %, the card will automatically go to 0 rpm

You also probably have a start% set in your nvidia gpu fan control card in the UI. We can't see it in your screenshot but if you expand the card, we'll probably see the reason.
