Extremely slow ramp up and ramp down
I have an issue when using FanControl where my fans take about 25 seconds to ramp up from a low speed like 500 rpm to 1800 rpm. This happens regardless of what "step up" and "step down" is set to. This doesn't happen when they are controlled by BIOS, I have also tried reinstalling FanControl. Any advice would be appreciated.

Those have a known compatibility issue where setting fan speed is indeed painfully slow.

Well for one I see nothing wrong with your config.
If you set your step up/down to like 50, If what you observe is the % goes immediately to the target but then the RPM slowly creeps up or down, then it's a compatibility issue.
I have observed this same slow response. Currently on Fan Control v240. Mine IS an MSI X870 board, but the issue I'm seeing is not that the percent goes directly to the target and the RPM lags. Even with the step up/down set to say, 20%/s, if I use manual control to change the target it will step the target up and down by about 2% per second.
To provide a bit more detail. If I have a fan set to step up and down 20%/s, and I manually change a target from 100% to 0%, it will instantly go to 80% (target) for a brief moment, then jump back up to 98% and proceed to step down 2% at a time until it reaches the 30% minimum for that fan. I have timed it and this process took ~36 seconds, which works out to roughly 2% per second. To be clear, it's the target that is lagging, not just the RPM, other than that initial moment where it "tries" to follow the step up/down parameter, but then it reverts to the slower 2% rate.
Also worth noting that this does NOT happen on the CPU fan or the "PUMP" fan (which I use to control a second CPU fan). Those both respond normally, as does the GPU fan. Only on the "chassis" fans does this lag occur. All are configured the same in the BIOS, and I have tried with both the "smart fan" control in the bios enabled and disabled, which seems to make no difference. All have the same .1s step up/down time set in the BIOS as well.
Not actually a problem for me in normal use, but it is annoying for testing / setup / calibration.
