fan speed going up randomly

the fan speed is randomly going up like from 65% that it is sitting at going to 90% and back down but the temps are stable, and it reports the same temp.

I can see you checked the force apply option. Did you see some "?" appear on your control cards prior?

sometime yes, but when I unchecked it, it was still doing it and no "?" appeared

When it occurs, what are the curves outputting?

I also sometimes have a processor cooler fans rise to 100%, and after a few seconds - fall to the indicated values.

There are no such problems in version 186.
