Need Method to Estimate Hazard Rate

A method is needed in the Function module to estimate a function's hazard rate. The best solution at this point is to take an equal fraction of the hazard rate from each hardware item in the Function:Hardware matrix that supports the function. For example, if there are three hardware items providing partial support, the function hazard rate would be the sum of 1/3 of each of the hardware item hazard rates. If only one hardware item supports a function, the function hazard rate would be the same as the hardware item's. The solution may also be to eliminate hazard rate, MTBF, and availability estimates for Functions.
