I imagine at some point there will be a folder with the proposals in, and in that folder will be a README.md, which will include the requirements details.
Looks like the issue has come back.
I've encountered the same/similar issue. I'm creating tests using the OpenAPI Overlays specification and then running the diff tool. I see LOTS of field order changes being flagged.
