Apply without restart doesn't work when mysql_restart_service setting is empty

Hi Roman,

Something I noticed is that I tried the option “Apply Without Restart” but it did not apply the parameters that are dynamic and don’t need a restart. I would have expected them to be applied since the restart command is not needed right?
