[DragonRealm] Some Tinkers' Construct balance changes do not appear when they should be

Things that aren't disabled, but should be: -Paper tool material -Thaumium tool material -All modifiers except for Luck, Haste and Sharp (Silk Touch, Auto-Repair, etc) -Ability to add Luck modifier using lapis

(The changes do seem to be there, but for some reason do not occur?)
