[Chromaticraft] Request: Changes to the Nether Layer Crystal concept

As per the Discord conversations:

1: A structure that uses a Nether Layer Crystal to activate

2: The crystal is used to activate, but does not need to be kept charged for this

3: The structure makes a moderate area safe, to facilitate building a base in the Nether on the roof

4: The structure could perhaps have upgrades, either to add effects, or increase the area

5: It should look pretty, of course
