The problem goes away after Dragon API mod is removed. Not sure if its conflicting with another mod though, no crash reports. I haven't checked other dimensions yest though. There are 2 files that appear under the "Failed Classes" folder in the main modpack, but I doubt that they have anything to do with this. The sky changes color when under any kind of block, from what I've experimented with.
I apologize if things are not in the optimal format, I don't know how to use Pastbin or Gist. Please let me know if you need anymore info, thanks.

Just emerging out from underwater, sky will turn green after a second of staying above water.
Just teleported to a random previously explored coordinate.
