Add Windows and MacOS to the testing workflows

Recently (#56), I added a workflow to test the building system on Ubuntu. It will be good to have at least one configuration to Windows, and another to MacOS.

Here was my first attempt, that do not work:

Error on Windows:

The MacOS CI is added in https://github.com/Reference-ScaLAPACK/scalapack/pull/77 Due to MacOS-specific Scalapack code issues, I made MacOS a separate job
