It seems that the manifest specifies an exact version number for Xcode, which caused the problem. Can we relax the requirement to be some minimum version?

I have the same issue and If we reinstall XCode, then it is only the latest version 13.3 or higher, and there is no version 13.1~

using the --manifest flag to point to an updated manifest.json file solved this for me
