add command [p]setraffle emoji to set the custom emoji in a raffle

There's no handling of custom emojis in this PR as far as I can tell.

Update: I misinterpreted the original code. this appear to handle custom emoji just fine (basing it on the current code and not from actual testing)

If you want to look at the conflicts some time I will try to test and approve this at some point. Please also make the config variable name in the same case as the other variables that are already present.
