Merge base version

MC Version: 1.16.1
SpeedRunIGT Version: 14.1 (future version)

Changes

moved global config on linux from ~/speedrunigt to ~/.config/speedrunigt

More details (Optional)

needs to be merged when doing backporting, just having it in a release for a single version will cause global config desync

drafted due to fabric loader gobal config feature coming (see https://github.com/FabricMC/fabric-loader/issues/926), this pr will be used to implement that (and other changes to get sandbox working) when the time comes and this pr is being put on hold until then.
