Update service names in playbooks for OpenShift 3.11 and inventory group names

The following playbooks still reference the OpenShift 3.9 service names:

• playbooks/ocp-services-start.yml
• playbooks/ocp-services-stop.yml
• playbooks/ocp-hosts-shutdown.yml

These playbooks should update their services to the OpenShift 3.11 equivalent (see ocp-rolling-services-restart.yml or tasks/os-update-and-upgrade/masters.yml for an example.

Also these playbooks should be updated to remove hyphens ('-') from the inventory group names.

@Seranya1 these playbooks were targeted at OCP 3.x, now that most of the world has moved onto OCP 4.x i dont think very many people are using this. but if you are, feel free to submit any enhancments bug/fixes you want and we will merge them.
