Improve Cluster Analysis Error Reporting

When analyzing a cluster, we only produce a report for the cluster level rules after all of the individual hosts have been evaluated. Errors could be occurring during those host evaluations, but there's no indication other than verbose or debug level logging, which must be manually enabled with a command line option.
