docs: moved `External pages` content to `Opening links in new windows`

What I did

1. Deleted the "External pages" section on the Interactions > Links page. But...

2. Also moved a sentence of that content into a "helpful tip" alert in the "Opening links in new windows" section.

Edit: Per Mark's comment, I have also...

3. Removed a link on the word "visually" in the Accessibility > Design page's Opening links in new windows section.

4. Moved the external links image to this same section.

Testing Instructions

1. Go to the "Opening links in new windows" section of the Interactions > Links page in the DP.

2. Ensure that there is no longer an "External pages" section just below it. (The next section is now "Accessibility")

3. Verify that this sentence is in a "Helpful tip" alert:

Pointing an external link to another domain is not reason alone to open it in a new window or tab.

5. Verify that the word "visually" in this sentence is no longer linked in the Accessibility > Design page's Opening links in new windows section:

If a link must open in a new window, indicate this both visually and non-visually.

6. Make sure the external link image is now visible at the bottom of that section.
