[docs] Safari issues: `<uxdot-toc>` layout shift on focus and no arrow icons

The table of contents links currently shift upon receiving keyboard focus in Safari. They also do not have arrow icons preceding each of them.

These issues can currently be viewed via the the docs deploy preview. Post-merge, it can be viewed at the ux dot site.
