Disallow spraying liquid fert in rain/snow/hail

Moved to V2: new feature.

Might think about:

  • Washing liq. fert. away when it rains and it has not been absorbed
  • Disabling liq fert spraying in rain

Could this use the wet crops feature to decide whether spraying is allowed or not?

canSpray function to be included in improved weather (#552). Dependent on:

  • temperature (above 15 deg C)
  • wind speed (below 5 m/s)
  • cropMoisture (below 25%)
  • whether it will rain in the next 6 hours

Prototyped and works without being too limiting
