Multiple Filters Matched - Only One Fires

I have 2 filters - 1 that marks a message as read if the subject matches and another that moves the message based on the from address. When I receive messages that match both filter conditions, only the first filter works (the mark read) - the move message does not fire. Neither rule has a "Stop Filter Execution" action. Is the 2nd filter possibly looking at the read status?
