feat: support kazakh language with hapin

Now, we can type the Kazakh language for qwerty-learner by using Hapin.

• Support the compatibility for different scripts of kazakh language
• Fixed the notation for Kazakh scripts
• Provide the kazakh basic 3000 words dicts with different scripts
