Completed Download Handling

Current Behavior

When 'Automatically import completed downloads from download client' under the 'Completed Download Handling' header is disabled items will show up in 'Activity' 'Queue' during the time they are being downloaded. However as soon as the item is downloaded the items will disappear.

Expected Behavior

The items should remain in the 'Activity' 'Queue' until a manual import or remove action is taken. This would mimic the functionality of a download that doesn't meet the 80% requirement for 'Automatically Importing.'

Steps To Reproduce

  1. Disable 'Automatically import completed downloads from download client'
  2. Trigger download for anything
  3. Attempt to manually import the item from 'Activity' 'Queue'

- OS: #14~22.04.1-Ubuntu 
- Readarr: 0.3.16.2387
- Docker Install: Yes
- Using Reverse Proxy: No
- Browser: Chrome
- Database: Sqlite 3.41.2

I kicked off a download with the Automatic option disabled. I have not manually imported the file at this time, but it does not show in the Activity Queue anymore. Here are the trace logs for the period of time.
