Latency indicators sometimes don't display at first lobby search
At least when it's on Galaxy region. Sometimes I boot up the game, go Play Online -> Find Public Games, and see emptiness in place of latency indicators in every entry of the list. "Wait what, was the addition of those green/orange/red sticks just my dream?", then I change the region to lowest and back to highest and they appear properly.
The latency indicators need Steam Networking Sockets to finish starting up before they can display. Startup includes pinging a variety of Steam datacenters to find out your "ping location". We could probably use better UI for when the system is initializing, but you shouldn't need to change any settings to get them to show up, just waiting for a query refresh should be enough. (If not, that's a second aspect of this bug.)
