feat(YouTube - SponsorBlock): Add support for local (personal) segments

Feature description

According to the official Sponsorblock wiki,

If you wish to have skip segments for your personal use, not caring about the rules, just select the timestamps and close the editing box. Make sure not to click "submit". They will be stored locally in your browser and skipped automatically. You can also export them with your options.

This is not implemented in Revanced, i. e. the respective patch for Revanced doesn't utilize this API feature from Sponsorblock.

Motivation

Sometimes it's either impossible to create correct (rules-based) segments for some videos you don't want to see some parts of, or it's extaordinary difficult, because adhering to the submission rules requires you to create enormous pipelines of segments, while you could ignore the rules for your personal (local) segments. I think it's a very useful feature in Sponsorblock, which is unfortunately not utilized in the respective Revanced patch. So I think it would be great to implement the support for personal/local segments in the Revanced Sponsorblock patch as well.
