a patch similar to disable-zoom-haptics which disables the haptic effect while navigating between chapters using seek bar (tap or swipe)

Motivation

similar patch is already implemented i.e. disable-zoom-haptics (by @aliernfrog ) so this patch will add up to the haptics free experience
