feat: Add back option to change language

Feature description

Motivation

The option is present on the current stable version, but it is missing on v1.26.0. Also, it will allow users who don't understand English to use the manager in their language.

Compose manager is using string resources, so localization should be easy to add. All we have to do is configure Crowdin and add a language selector.
