revanced-manager feat: Show announcements from ReVanced API

Identical to the patches like for YouTube (use tag manager and revanced as filter)

Manager is what most people use, so that's where manager and revanced announcements can be shown

I don't think I need a Figma design to implement this, I can do it directly but I'll need someone to help with the backend side of things
