Improve development environment

Feature description

In order to be able to properly develop, the development environment should be able to prevent having to block PRs, just because it would disturb the development process, in cases such as when the API supplies versions of patches that a developing version of ReVanced Manager can not consume.

Motivation

This will allow seamless development while being able to delay blocking til the last step of releasing a version of ReVanced Manager to production (where a development environment does not exist anymore). In the example above, a developing version of ReVanced Manager can freely bump breaking changes for ReVanced Patcher as the development environment would be able to supply patches that are compatible with it. This will prevent having to synchronize development processes.
