FEAT: Goals/limits for tags

Add goals and limits for tags (like in activity) Also maybe tags assignable to categories.

Example:

I want to set limit in 30 mins for every PC activity/tag

I have coding, playing, video editing and youtube activites

coding and video editing - go to "PC" category, where I can set limit for them (or add manually for every) but playing and youtube - it is not fully PC activites Playing online - should go to "PC" category, but i cant assign tags to category, and cant set limit just only for tag Same with youtube - i can watch both on mobile and computer, but i can set limit only for whole activity
