Wallpaper changing automatically with update frequency set to manual

I found that the wallpaper is changing even though I've set the Update frequency to "manual". I feel like this is after the app has updated but I'm not sure. Also, when I tap "Apply Wallpaper" it changes the wallpaper multiple times.

A work around I've found is the change the Update frequency and then change it back to "manual". Then the wallpaper stops changing. At least for a while.
