1. Yes.
2. Hard to maintain, can no longer easily implement fixes from bitcoin. Most fixed from bitcoin needs backporing/re-writing if they can be used at all.
3. Implement Ravencoin on newer bitcoin-base. (Look at Dogecoin dev-process).
