[Epic Loot][Bug?] Heavy armor not showing up in gambler.

Not sure if this is a bug or just really, Really bad RNGesus, but it's gotten to the point where I'm going to at least ask.

For some reason the heavy armors (and I think a couple other things like the iron towershield and arbalest) aren't showing up in the gambler rotations. I've checked in both single player with universal loot and the SMP I'm playing on has the unlocks set to the next biome after a defeated boss. We kind of blew through bronze-tier so I didn't have very many opportunities to check, but while plains-tier stuff all showed up just fine before we killed Yagluth, silver-tier I never once saw wolf armor for gambling over the three weeks we took before fighting Modor, and now four weeks into Mistlands I have yet to see Carapace Armor.

I'm going to try playing around with the .json files to see if I can figure something out, but I'm putting this here now to ask if this is a known issue or something that's just us.
