Added a workaround in 6.35 Beta. I've restarted the scanning process after 40 items and it's fixed it in my case.

8 simultaneous jobs on a 2-core system seems a bit overkill. In your global settings under Processor, do you have CPU throttling enabled?

Sometimes soft subtitles are not possible. It depends on the subtitle type and the container. What container are you using and what kind of subtitles are you trying to transfer?
I'm guessing you are using the MP4 container. If you change to MKV then you don't have to burn in PGS subtitles:  It's just a limitation of the container...
