Decimal Code Rendering in Article Title

Decimal codes are not rendering properly in article titles in the primary view pane. As you can see in the screenshot below, “ is rendering properly as left double quotation mark in the article list view but is rendering as code, displaying “ as part of the article title, in the primary view.
