For websites it should point to https://github.com/perl6/infrastructure-doc/blob/master/hosts/www.p6c.org.pod#administration (though there are many other websites checked that are out of our control) For bots to https://github.com/perl6/doc/issues/711#issuecomment-235414744 Release announcements and tarball section should probably describe how to contact release managers.

IMO it's fine to include a static message that is always present. Something like “if there's any problem, please do X”.
