`language` `rakudo` `moarvm` labels have no dev responsible for them

Every label in the problem-solving repo is supposed to have at least one developer who will be sharing his insight and providing guidance. Given that jnthn is currently taking a break, somebody else needs to take that spot.

I have to clarify one thing. I'm still catching up on the news as I was away doing some real life things during the last few days, so maybe I'm misunderstanding a few things. That said:
