Touch-Screen Client Controls

What is intended

A turned off by default option to enable "Touch-Screen Controls" on the client. Meaning that any device with a touch-screen could have an on-screen game-pad to play with.

What is not intended

Some of you might say that the feature will be available for the mobile platform native apps, but I deny that - because the touch-screen web client controls could allow any device, including mobile phones and other devices with touchscreens (such as Tablets, Chromebooks, 2 in 1) to have an on screen gamepad.

We already know for certain that we're including this feature in our native apps, but there are a lot of design considerations to work out first.

Once we figure out how exactly to tackle this in the native apps, we will think about bringing it to the web client as well.
