Rails Generate w/ Bootstrap 4 not working

Followed instructions to generate using bootstrap 4 several times with different configurations and I always get a white homepage (invisible navbar w/ only 1 link --> to About page): image

Unfortunately I have not figured out how to solve the issue.

Installing using Simple CSS or Bootstrap 3.3 works perfectly.
