Newer version of raspbian may pack data.tar.gz in .deb, instead of data.tar.xz

Current unpacking process could not handle this. For example libc6_2.36-9+rpt2+deb12u12_arm64.deb.

$ ar -p libc6_2.36-9+rpt2+deb12u12_arm64.deb data.tar.xz
no entry data.tar.xz in archive
$ ar -p libc6_2.36-9+rpt2+deb12u12_arm64.deb data.tar.gz > /dev/null
