[Windows] System UI language is not used

My system language is Catalan, but the Windows Clapper build from GitHub Actions does not use it. It works correctly in Linux. FYI, Catalan is usually either: ca, ca_ES or ca-ES. But I bet this happens with any non-default (English) language. Probably a GTK issue, though.
